P0 filter

The P0 filter is a gatekeeper at the front of the DevAware OS pipeline. It blocks intents that fail a signal-quality threshold — vague requests, missing context, ill-formed acceptance criteria — before they reach governance, prompt assembly, or execution.

Without a P0 filter, low-signal intents quietly burn a full validation cycle that ends in failure. With one, the user sees the block immediately and can either refine the intent or escalate it.
