Intent block

An intent block is the first artifact a DevAware OS loop creates. The developer states, in their own words, what this turn should accomplish; the system classifies the intent and decides whether it is well-formed enough to proceed. Low-signal intents are caught by the P0 filter before they reach governance.

Intent blocks bound everything that happens afterward — scope, tool selection, validation criteria, and the prompt that reaches the model.
